Preamble
Pursuant to the fundamental philosophy of the American constitutional form of government, it is declared to be the public policy of the State of Illinois that all persons are entitled to full and complete information regarding the affairs of government and the official acts and policies of those who represent them as public officials and public employees. The access to this information is not intended to be used to violate individual privacy, nor to further a commercial enterprise, nor to disrupt the duly-undertaken work of any public body independent of the fulfillment of any of rights of the people to access to information.
Privacy Statement
Information collected and received through the Illinois Department of Agriculture web site may become public record and therefore subject to disclosure under the Illinois Freedom of Information Act. It is therefore the policy of the State of Illinois that no personal information you provide to us, including, but not limited to, your name, address, telephone number, drivers license number, Social Security Number and email address will be sold or rented to any entity or individual or disclose to unauthorized entity or individual. The release of personal information by the Department shall be limited, according to Illinois law, to the State of Illinois government agencies and/or to authorized Department contractors or grantees.
Private Information
"Private information" is defined in the Illinois Freedom of Information Act as "unique identifiers, including a person's social security number, driver's license number, employee identification number, biometric identifiers... home or personal telephone numbers, and personal email addresses. Private information also includes home addresses and personal license plates." (5 ILCS 140/2(c-5)). We collect no private information about you unless you voluntarily participate in an activity that asks for information (e.g., sending an e-mail or participating in a survey).
If you choose not to participate in these activities, your choice will in no way affect your ability to use any other feature of the Department of Agriculture website. If private information is requested on the website or volunteered by the user, State law and the federal Privacy Act of 1974 may protect it. However, this information is a public record once you provide it, and may be subject to public inspection and copying if not protected by federal or state law.
Policies for Individuals Under the Age of 13
The State of Illinois is committed to complying fully with the Children's Online Privacy Protection Act. Accordingly, if you are under the age of 13, you are not authorized to provide us with personally identifying information, and we will not use any such information in our database or other data collection activities. We appreciate your cooperation with this federally mandated requirement. Web Logs
The Illinois Department of Agriculture analyzes our website logs to continually improve the value of the materials available on our site. Our web site logs are not personally identifiable.
Information Retained and How It Is Used
If during your visit to the Illinois Department of Agriculture website, you browse or download information, two types of information about your visit will be retained: internet protocol (IP) address, and type of web browser used. Unique IP addresses are counted to determine the number of visitors to each webpage during specific time frames. Analysis of the number of visitors helps to determine how, where or if the page will be delivered in the future. The type of web browser used (Internet Explorer, Netscape, etc.) is noted because webpages do not always display the same on every type or version of web browser and thus must be coded for appropriate access.
Correspondence
During your visit to the Illinois Department of Agriculture website, you may participate in a survey or send an e-mail. Those types of correspondence and their contents will be retained by the Department. If you send an email, that correspondence may become part of the public record.
