- Analyzing seed quality for individual producers for a small fee.

a) Any person whose name and address are required on the label is required to obtain an Illinois Seed Permit.
b) Any person who opens a bag or container of seed and sells any part of its contents is required to obtain an Illinois Seed Permit. This includes persons who either label or package seed or relabel and repackage seed.
c) Any person who operates a livestock auction market or public auction sale or similar type of consignments sale or who for a commission or other compensation sells, offers for sale, exposes for sale, or negotiates the sale of either or both agricultural or lawn seed belonging to others is rquired to obtain an Illinois Seed Permit.
Each site for a company that distributes agricultural or vegetables seeds is required to obtain and display an Illinois Seed Permit.
An Illinois Seed Permit is not required if you are selling pre-packaged lines which have been packed and distributed by a person, firm or corporation that has already acquired an Illinois Seed Permit.
The Illinois Department of Agriculture offers 5 types of seed permits.
- Retail Seed Dealer Permit ($10.00) – Any person who sells agricultural, vegetable or lawn seed to consumers is required to obtain a Retail Seed Permit.
- Wholesale Seed Dealer Permit ($30.00) – Any person who sells agricultural, vegetable or lawn seed for resale is required to obtain a Wholesale Seed Dealer Permit.
- Seed Broker Permit ($30.00) – Any person who for a commission or other compensation is engaged in selling or negotiating the sale of agricultural, vegetable or lawn seed belonging to others for resale is required to obtain a Seed Broker Permit.
- Seed Merchant Permit ($40.00) – Any person who is engaged in both wholesale and retail operations is required to obtain a Seed Merchant Permit.
- Operator of Public Auction Permit ($30.00) - Any person or company that operates a livestock auction market or public auction sale or similar type of consignments sale or who for a commission or other compensation sells, offers for sale, exposes for sale or negotiates the sale of either or both agricultural or lawn seed belonging to others is required to obtain an Operator of Public Auction Permit.
The Seed Disposition Report is to be submitted with the renewal application for your Illinois Agriculture and Vegetable Seed Permit. Each person is required to report the type of seed distributed in Illinois and the method of disposal for all seeds. If the seed is disposed of as other than seed, and as in the case of grain disposed of through a licensed Illinois grain dealer, the grain dealer’s license number shall be recorded.
