"Industrial hemp processor" means a facility that processes or handles raw industrial hemp plant material

For Current Industrial Hemp Processor registrants under the Industrial Hemp Act:

Effective November 12, 2026, current industrial hemp processor registrations under the Industrial Hemp Act will be terminated. Registrants that seek to continue operations that require a license shall apply for a new Illinois Hemp Act Industrial Hemp Processor license or an Illinois Hemp Act Hemp Product Manufacturer license.

An Industrial Hemp Processor License is required for persons or entities that…

• Process or handle raw industrial hemp plant material
• Hemp grain processing
• Hemp fiber processing

Entities that process, manufacturer or handle cannabinoids or cannabinoid products must obtain a hemp product manufacture license.
